Diplomatic Visit from the Kingdom of Nova England

The Kingdom of Nova England has accepted an invitation from the Government to hold a meeting, in which discussions will take place in order to open diplomatic relations between the two states. The Nova English delegate, Dr Ulfrid Walker, is currently in Mercury in preparation for the meeting, which will commence shortly.

We will not be discussing any claims to the Mercurian state of Nova England at this time. If necessary, such a meeting would take place at a later date.

Sir,

It is of a great honour to be the first delegate from the reformed Kingdom of Nova England to meet with the Mecurian Government in person. As noted by my colleague Colonel James Hild, the Faedertellus is grateful for the support and protection that your government has provided the Nova English that continue to inhabit our former capital region.

As you already know we have currently secured the ‘National Redoubt Region’ of Eastmoorland and are currently aiming to continue expanding into territiories that were abandoned following the Evacuations and the Great Disaster. However to enable this we first need access to port facilities and a secure method of transportation. Currently we aim to secure the existing rail system between Newcastle-Upon-Eastmoor and Port Neil, which will require significant time and resources to make the necessary repairs and security arrangements. However in the short-term we wish to confirm whether arrangements can be made to utilise the abandoned rail system between Newcastle-Upon-Eastmoor and your nation.

We currently have scouts assessing the current status of the lines and any threats in the region. Following which we will be able to provide you with a map highlighting the line to enable connections once it intersects your borders. Following which we will be able to import and export via your ports, seeking the appropriate documentation of course. Eventually the aim would be for the Faedertellus to fully secure the area around the line and create a formal border once again between our two nations. Whilst in the short-term we would be utilising armoured trains to secure cargo and passengers whilst they traverse the Badlands.

Following the reintegration of the coastal portion of Eastmoorland into the faedertellus, the Kingdom of Nova England would like to propose the following agreement to confirm the territorial and exclusive economic zones for North Eastern Keltia.

Convention on Oceanic Privileges within Taylor Bay.

Internal Waters; Are defined as all water and waterways on the landward side of the baseline. The state is free to set laws, regulate use and use any resource within this area. All foreign vessels have no right of passage within these waters.

Territorial Waters; Are defined as waters out to 12 miles from the baseline. Within which the state is free to set laws, regulate use and use any resource with this area. Vessels are given the right of innocent passage through any territorial waters, with strategic straits allowing the passage of military craft as transit passage. ‘Innocent’ passage is defined as passing through waters in an expeditious and continuous manner, which is not ‘prejudicial to the peace, good order or the security’ of the state. Fishing, polluting, weapons practice and spying are not ‘innocent’ and submarines and other underwater vehicles are required to navigate on the surface and display their flag. Signatories may also temporarily suspend innocent passage in specific areas of their territorial seas when essential to maintain security.

Exclusive Economic Zone; The EEZ extends 200 miles from the baseline. Within this area the signatory has the sole exploitation rights over all natural resources. Outside of the territorial waters, the state may continue to enforce laws in customs, taxation, immigration and pollution.

Protection of Signatory Waters; Each signatory nation will be required to police its territorial waters and exclusive economic zone. In addition to this, signatory nations will participate in intelligence sharing schemes to identify threats to the integrity of the Taylor Bay Convention.

Regarding the Taylor Bay Convention

Having read the proposals, I am in agreement with the principle of the Convention. Mercury would also be willing to share part of its economic area with the other signatories of the Convention, with an end goal of creating a free-trade and customs union between our nations.
