Preamble

Affirming that their Governments and the relationship between their Governments are founded upon respect for human rights and fundamental freedoms for all;

Affirming the common interest of the Republic of Mercury and the people of The Independent Realm of Ergonia in creating mutually beneficial close relations through a voluntary free association of their Governments;

Establishing that it is the common interest of the Republic of Mercury to support the government of Ergonia through the framework of this agreement in exchange for certain special rights and privileges with respect to the government of Ergonia;

Recognizing that the people of Ergonia and, likewise have and retain their sovereignty and their right to self-determination and right to adopt their own laws and form their own government;

Therefore now these two nations agree to enter into an agreement of Free Association.


Article I: Self-Government

The People of The Independent Realm of Ergonia shall have the right to have, form, and operate their own government, over which The Republic of Mercury shall exercise no control, except in areas where Ergonia agrees, through this Treaty and other Treaties, to cede control in certain areas to Mercury, with the provision that it has the full right to withdraw from this treaty at any time.

Article II: Foreign Affairs

Section 1: The Right to Engage in Foreign Affairs

The Government of The Independent Realm of Ergonia shall have the right to engage in its own Foreign Affairs, including signing treaties and engaging in diplomacy.

Section 2: MCS Map Land

Ergonia shall keep and retain all its existing MCS Map Land and its land on the map shall not be shaded as if it were a state that were under dual sovereignty.


Article III: Customs

Section 1: Dual Citizenship

Citizens of Ergonia shall automatically be granted dual citizenship in Mercury.

Section 2: Passports, Visas, Automobile Registrations and Licenses

a. No passport or visa shall be required for citizens of Ergonia to travel to Mercury.

b. No passport or visa shall be required for citizens of Mercury to travel to Ergonia.

c. An automobile license or registration in Ergonia shall be valid in Mercury and vice-versa.

Article IV: Economic Relations

Section 1: Tariffs

a. All tariffs by Mercury on goods imported from Ergonia shall be hereby eliminated.

b. All tariffs by Ergonia on goods imported from Mercury shall be hereby eliminated.

Section 2: Treasuries and Interbank Lending

a. The nations shall maintain separate nation-level accounts on the SCUE bank and maintain independent national treasuries.

b. The treasury of Mercury may make an interbank loan to the treasury of Ergonia, and vice-versa; however, they may not do so at more than 1.5% interest.


Article V: Information and Telecommunications

Section 1: Subforums on Mercury’s Online Forums

a. Ergonia shall have an internet subforum on Mercury's online forums, located in the proximity to Mercury's provinces'.

b. Ergonia's government shall have control over the moderation of Ergonia's subforums.

Section 2: Granting Ergonia Administrative Access and Theme Control

a. Ergonia's government shall also have administrative access to Mercury's online forums as necessary in order to expedite administration of Ergonia's subforums.

b. To the extent technologically possible, Ergonia's government shall have control over the theme and design of the forums of Ergonia's subforums on Mercury's forums.



Article VI: Security and Defense Relations

Section 1: Special United Force

In addition to the cooperation already established in a prior Treaty, Ergonia and Mercury shall also hereby further cooperate by each contributing up to 50% of their army's forces and up to 50% of their navy's forces to a Special United Force, which may only be called into existence in the event of grave outside threat from a foreign nation or nations to either Ergonia or Mercury, and convened according to Section 2.

Section 2: Convening the Special United Force

The Special United Force may only be convened with the mutual consent of both Ergonia and Mercury and may only be used for the defense of land controlled by either Ergonia or Mercury; the Special United Force shall be headed by two Co-Commanders, one appointed by Mercury and one appointed by Ergonia, who must unanimously agree on all decisions affecting the Special United Force.

Section 3: Mutual Defense Alliance

a. If Ergonia is attacked by a foreign power, Mercury shall immediately ally with Ergonia against that foreign power.

b. If Mercury is attached by a foreign power, Ergonia shall immediately ally with Mercury against that foreign power.

c. Paragraphs a and/or b may be waived only with the mutual consent of both Mercury and Ergonia.

d. This Section supersedes related language in any treaty signed previous to this one by Mercury and Ergonia.


Article VII: General Provisions

Section 1: Withdrawal

a. Thadeus Z. Lange, Jr., of the royal Lange Family of Ergonia, Chairman of the Governing Council of Ergonia, shall have the right to withdraw Ergonia from this Treaty of Free Association at any time, by issuing a Royal Decree.

b. In addition, the Governing Council of Ergonia may, by a majority vote, withdraw Ergonia from this Treaty at any time.

c. Except in the case of Sections a and b, this Treaty may only be modified or nullified by the mutual consent of both parties.

d. Violations of this Treaty shall result in a 30 day Period of Arbitration between the two parties which shall be presided over by the Chairman of the Governing Council of Ergonia and the President of Mercury, who shall both make any final decision regarding the arbitration; if at the end of 30 day Period of Arbitration the violation of the treaty is not resolved, this Treaty shall become Null and Void.

Expiration of the Treaty

Due to the demise of the Independent Realm of Ergonia, this treaty is no longer in force.
